It shifts all pixel rows, horizontally or vertically, in the current layer or selection, on a random distance and within determined limits.

Preview

The result of your settings will appear in the Preview without affecting the image until you click on OK.

These options are self-explanatory:

Shift Horizontally

Shift vertically

Shift Amount

Shift amount

With this option, you can set the maximum shift, betwwen 1 and 200 pixels, or in another unit of measurement.
